FLPP supports European industry in developing the technologies, systems, and partnerships needed for a modular, reusable and commercially viable space transportation ecosystem.
In orbit
FLPP shapes reusable systems that can transport, refill and support spacecraft. This enables operations across multiple missions and orbits.
On Earth
FLPP connects developers, users, academics and investors through coordinated activities across Europe, fostering early collaboration and knowledge transfer.

The Ecosystem
The ecosystem is the infrastructure that will allow payloads to move to, in, and back from space efficiently and sustainably.
- Reusable launch systems will transport payloads into parking orbits between low- and medium-Earth orbit.
- Space tugs will bring payloads to their final destination around Earth, the Moon, or Mars.
- Payloads and space tugs will be able to refill at orbital propellant depots.
Programme Objectives
FLPP supports the design, development and demonstration of technologies across three key domains:
- Access to space
- In-space transportation
(including refilling, storage and logistics) - Return from space — including re-entry and recovery systems — is an emerging focus for FLPP
Each domain is addressed through targeted programmes:
- FIRST! advances disruptive technologies
- BEST! and THRUST! support access to space
- InSPoC (In-space Proof-of-Concepts) focuses on in-space transportation
